Here's a cool LOCAL craftsman that is doing some tough accessories! Imperial Wolf Leather makes all kinds of custom, hand made and hand tooled leather goods, including belts, bags, top tube pads, and head tube shields. The pads are made with snaps instead of velcro and are lined with water-resistant closed-cell neoprene for frame protection. The leather is coated with Dr. Jacksons Weather Resist, so they're pretty tough. Any frame size specification and length is possible.
